Board of Education Meeting Aug. 29

The BOE will hold a regular public meeting on Tuesday, August 29, on or about 8 p.m. 
For future planning purposes, the public may wish to note that as of the Aug. 29 meeting, all regular and committee of the whole meetings will be held on Tuesdays, with few exceptions.

District Schedule Changes Due To Extreme Heat
June 12, 2017
Due to anticipated extreme heat conditions, the Glen Rock elementary schools will follow an early dismissal schedule on Tuesday, June 13. All elementary schools will open at normal times and will dismiss at 12:33 p.m. The Preschool Disabled morning class will meet from 8:33-10:25 a.m.; the afternoon class will meet from 10:40 a.m.-12:33 p.m. The Middle and High School will open and dismiss at regular times. All other district activities will be cancelled for the remainder of the day including the After Care program, Transitional Kindergarten class and middle and high school sports practices. Elementary parents are asked to make necessary arrangements for student pick-up at 12:33 p.m.

IMPORTANT WATER SAFETY NOTICE: UPDATE 4/6 4 p.m.

Based on the notification on April 5 from Ridgewood Water about the detection of E.coli in a ground water source sample, the Glen Rock Public School District put a number of safety precautions into place throughout the district. These include shutting down all drinking water sources, blocking off sinks in restrooms and offices, and providing hand wipes and hand sanitizer to staff and students. Pomptonian instituted precautionary measures as well for the proper preparation and handling of the cafeteria food.
Given that Ridgewood Water has reported its anticipated resolution of the situation for some time on Friday, April 7, the district has decided to leave all precautions in place for tomorrow, the last day of classes before Spring Break. Parents and staff are again encouraged to again bring bottled water.

REMINDER: April 20 parent program/half-day for students

As part of the Journey to Somewhere speaker series, the Glen Rock Board of Education along with Superintendent Dr. Paula Valenti are pleased to present Ms. Debby Irving, racial justice educator and author of "Waking Up White" on Thursday, April 20, 7 p.m. in the GRHS auditorium. Please join us as Ms. Irving presents "I'm a Good Person," lessons learned through her personal journey.Copies of "Waking Up White" will be available for purchase that evening.

In addition, please be reminded that all students will have an early dismissal on April 20 so that the staff may attend a professional development opportunity with Ms. Irving.

The next meeting will be held on March 27, 2017 and will be held in the Glen Rock High School, Dario Valcarcel, Jr. Media Center, 400 Hamilton Avenue, Glen Rock, NJ. The Board will recess to Closed Session at 7:00 PM and open the Regular Meeting at approximately  8:00 PM.

IMPORTANT REMINDER RE: CALENDAR ADJUSTMENTS

Dear Parents/Guardians,
 
This email is a reminder that the Glen Rock Public Schools 2016 - 2017 school calendar included four emergency days. To date the district has utilized two of the four allotted emergency days. Therefore, as indicated on the published calendar, and barring any unforeseen emergencies that would require the district to close, the Glen Rock Public School District will be closed on Tuesday, May 30 and Wednesday, May 31, 2017. The return of these unused emergency days will ensure the Glen Rock Public Schools remain in compliance with negotiated agreements.

At the Committee of the Whole meeting of the Glen Rock Board of Education (GRBOE) held on Feb. 13, deliberations by the trustees included work on the preparation of the school budget for 2017-18. All after school activities including athletics, clubs, practices, workshops, meetings and the BOE meeting are cancelled.  The After Care program WILL run, but parents are asked to pick up their children as early as possible. Kindergarten & TK registration set for Jan. 11 & 12 UPDATED Jan. 5

     Glen Rock District sets Kindergarten/Transitional Kindergarten registration for early January
 
     Kindergarten registration for the 2017-18 school year will be held at the Glen Rock Public Library from 9 a.m. to 4 p.m. on January 11 and 12, 2017. Children must be five years of age on or before Oct. 1, 2017 in order to register. The school district is emphasizing that for the convenience of all families, no appointments are necessary, and all registrations will be treated equally, with no “first come, first served” preference given.  
     Resident families with children entering grades 1-5 next year who are not currently attending Glen Rock Public Schools are also invited to attend registration following the schedule above.
     Families can access registration packets, including residency and age requirements and health forms via the district website at www.glenrocknj.org. Click on the Parents/Students tab and select Registration Information from the drop-down menu. All necessary documents for proof of residency and birthdate must be presented at the time of registration. School personnel will be on hand to answer questions.
     The steps for Kindergarten placement will follow the same sequence as last year. School assignment for all registrants will be determined through a process that seeks to balance enrollment figures across the four elementary schools, taking into consideration the presence of siblings. Families who complete registration on Jan. 11 or 12 will be notified of their child’s school placement in the spring of 2017. Families who register after those dates will receive their child’s school placement in late August.
     Registration for the Transitional Kindergarten program of the Glen Rock Community School will also be held at that time. In order to provide students with the best possible preparation for full-day Kindergarten, the TK program will now run from 8:45 a.m. – 2:15 p.m. Staff will be available to answer questions and review the program with interested parents. Additional information and registration materials are available on the Transitional Kindergarten page of the Community School website at www.grcsonline.com.
 A future announcement will be made regarding time and place of Kindergarten parent orientation and student “Round-Up" at all elementary schools.

In an effort to clarify the information reported both below and at the Committee of the Whole meeting on Nov. 7, the BOE and district administration have made arrangements for representatives of McCabe Environmental Consulting to be on hand at the Regular Public Session scheduled for Monday, Nov. 21, 8 p.m. in the

Hidden in Plain Sight - SAVE THE DATE April 25

Hidden in Plain Sight is an eye-opening program for any parent or guardian who wants to know what to look for when it comes to their child and drugs.

Presenter Tim Shoemaker will draw upon his life and professional experiences in law enforcement to educate adults concerning the ease of hiding drugs, alcohol and related paraphernalia right before their eyes. He will take the audience through a model of a teen bedroom and show the audience what to look for and where to look. No one under 18 will be admitted.

NJDOE School Safety Event - Oct. 18

The New Jersey Department of Education’s Office of School Preparedness and Emergency Planning is hosting a special presentation on October 18th for School Safety Week. We have invited Kristina Anderson to speak with all school personnel, parents and college students on the topic of school safety.   Kristina was shot three times and was one of the most critically injured students in the Virginia Tech tragedy in 2007. She will share her personal story of the active shooter incident, best practices in preparedness and prevention, and lessons learned from her unique perspective as a survivor. BOE 5YSP Survey Has Been Reissued
September 16, 2016
     The BOE Five Year Strategic Plan (5YSP) Survey has been reissued. It had been temporarily shut-down to address some concerns raised by community members. Families of Glen Rock Public School students and residents registered with the borough's G.R.I.N.S. communication system will receive the updated survey directly from Survey Monkey over the weekend. Any resident who does not receive the survey is welcome to call 201-389-5011 for access to the survey. 
      The board recognizes that everyone's time is valuable and that its decision to retool the survey will require a retake by those who have already participated. However, as stated in the the initial launch, those who take part in this important endeavor will be part of the process that impacts the future direction of the Glen Rock School District. 
     The survey will close at 3 p.m. on Friday. Oct. 7.

BOE Community Survey will launch Friday, Sept. 9

Earlier this year, the Glen Rock Board of Education established the Five Year Strategic Planning Ad-hoc Committee (5FYSP) to develop a financial strategic plan, designed to assist the district in identifying and achieving its goals with respect to the district’s mission, vision and direction. A key component of that process is the gathering of input from all stakeholders in the community.  To that end, the BOE is asking all residents to participate in a brief, anonymous survey, with regard to prioritizing and identifying district initiatives for the application of district resources over the next five years.

The survey is being distributed Friday, Sept. 9 via email. All families of Glen Rock Public School students will receive it via their Genesis account. In addition, all residents who are registered with the borough’s Glen Rock Information Notification System (G.R.I.N.S.) will receive it through that mechanism.

The board hopes to reach all taxpayers in the community to solicit this valuable input. Therefore any household that does not receive an email link to the survey is welcome to contact the district’s communications office at 201-389-5011 to receive access to the survey.

The survey will conclude on Friday, Oct. 7 at 3 p.m. The board is encouraging all stakeholders to participate in this important process, which will impact the future direction of the Glen Rock School District.

Board of Education seeks input on five year plan
August 1, 2016
At the regular meeting of the Glen Rock Board of Education on June 27, chair of the ad hoc “5 Year Strategic Planning Committee” Eileen Hillock announced several mechanisms for soliciting valuable input on the plan by all stakeholders in the community. Beginning immediately, all adult residents of Glen Rock can share their ideas and comments with the board via a special email account. Emails sent to 5YSP@glenrocknj.org will be seen by all nine members of the BOE. Comments will be noted and ideas for district priorities and new initiatives will be shared in future discussion by the committee. In addition, the board’s Community Relations Committee is working with the 5YSP committee to develop a constituent survey. The survey will seek feedback on initiatives put forth by the board and will provide a means for respondents to offer their own ideas and suggestions. The survey is planned to launch in conjunction with the beginning of the school year.

The New Jersey Department of Education is asking for your input into the kind of public school information that you would like reported annually. This is your opportunity to tell the state exactly what you want to see in the School Performance Reports (formerly called the School Report Cards) to ensure that you have access to information that can help you determine the quality of your local public schools. 
 
You are asked to spend approximately five minutes to complete the survey by way of the link below. The survey is entirely voluntary and anonymous. It will only ask for general demographic and school information so the Department of Education can ensure it is getting a representative sample from all parts of the state.

The survey is one way the Department of Education is reaching out to communities to gain further insight about how New Jersey can continually improve its public reporting about the schools. IMPORTANT CHANGE TO April 20 PARCC SCHEDULE

Early this morning, the Pearson website used by NJ schools for PARCC Testing suffered significant technological issues, preventing many districts - including Glen Rock - from administering the PARCC test as scheduled.
 
Pearson believes it has identified the root cause and will be working on the problem between 1 and 4PM ET today.  Pearson and the New Jersey Department of Education will work this evening to ensure the system is fully functional prior to testing beginning tomorrow morning.
 
On the assumption that the site will, in fact, be operational tomorrow, PARCC testing will resume according to the posted schedule per school.
 
Make-up Testing for any missed sessions will occur as follows:
 
  • Byrd School-Byrd will do any required make-ups on Monday, April 25th.
 
  • Coleman School- If we can complete fourth grade LAL tomorrow, we will proceed with Math Friday and Monday/Tuesday afternoons.  Grade 3 will proceed next week as scheduled.
 
  • Central School- If we can complete fourth grade LAL tomorrow, we will proceed with Math Friday and Monday/Tuesday afternoons.  Grade 3 will proceed next week as scheduled.
 
  • Hamilton School-If we can complete fourth grade LAL tomorrow, we will proceed with Math Friday and Monday/Tuesday afternoons.  Grade 3 will proceed next week as scheduled.
 
  • Middle School-As there was no testing scheduled today, no makeups for today are necessary.

Final ‘Super Sessions’ set for Tues. 4/19; will focus on community input towards district strategic plan

On April 19, Superintendent Dr. Paula Valenti, accompanied by members of the Community Relations and Strategic Planning committees, will hold the final Super Sessions for the school year. During these sessions, the district will solicit input from all community members with regards to priorities and initiatives for the newly-formed 5 Year Strategic Planning (5YSP) Ad Hoc Committee of the Board of Education. Two sessions are scheduled on April 19: 9:30-11:30 a.m. and 6:30-8:30 p.m. Both sessions will take place in the Central Office Conference Room, 620 Harristown Rd., Glen Rock. If there is an overwhelming response the meetings will move to the high school Media Center.
District announces candidacy details for November’s School Board Election

School Business Administrator/Board Secretary Michael Rinderknecht of the Glen Rock Public Schools, has announced that three seats for full, three-year terms and two seats for one-year unexpired terms will be available at the School Board Election to be held on November 8, 2016. 

Prospective school board candidates can obtain a nominating petition online from the Bergen County Clerk at www.bergencountyclerk.org/web_content/pdf/forms/2016-November­School-Nominating-Petition.pdf.  

Prospective school board candidates may also obtain a "School Board Candidate Kit" at the Glen Rock School’s Administration Building at 620 Harristown Road, Glen Rock, NJ Monday through Friday between the hours of 8:30 a.m. and 3:30 p.m. or online at www.n jsba.org/about/membership/school-board-candidacy/.   

Published by the New Jersey School Boards Association, the School Board Candidate Kit includes information about legal qualifications for school board candidacy and the role of the school board member. District launches expanded use of social media for communications

For the better part of the 2015-16 school year, Glen Rock High School Principal John Arlotta has piloted the use of Twitter to announce high school events, athletic contests, public and student meetings, performances, field trips and a variety of accolades for staff and students.
Students and families of the five other schools in the district will now be able to follow these same types of activities for their own buildings, as the district has launched Twitter accounts for all four elementary schools, the middle school and the community school.
Anyone interested in following the activities of each school can add these handles to their Twitter feed:
@GRPSByrd,  @GRPSCentral, @GRPSColeman, @GRPSHamilton,  @GRMiddleSchool, @GRPSHighSchool and @GRCommSch.  Superintendent Paula Valenti has been using Twitter for school announcements for several months. However, the handle for that account has recently been changed to @grpssupt.
 
For now the school accounts will be managed by each building principal as well as the director of the community school. Honeywell Instant Alert will still be the initial “voice” for district emergency announcements, but that information will also be added to Twitter.
 
According to Superintendent Valenti, the BOE Community Relations Committee has been assessing the use of Facebook for similar purposes. A district Facebook page is currently in the works, which the district plans to roll out before the end of the school year.

District's refinancing of bonds will yield cost savings for taxpayers

Savings Receive a Boost from Standard & Poor’s “AA+” Rating
     
     Taxpayers in the Borough of Glen Rock will save more than $4,058,000, or approximately an average of $225,000 per year, over the next eighteen years thanks to the refinancing of an existing series of bonds by the Glen Rock Board of Education, officials announced today. 
      Approximately $35 million of existing debt was refinanced. The bonds were originally issued in 2008 to fund renovations and additions at the Glen Rock Middle School/High School plus renovations at the district’s elementary schools. According to BOE President Sheldon Hirschberg, “while the board approved the refinancing last year, the market opportunity presented itself this week, so we acted swiftly to take advantage of market conditions.”
     The successful refunding bond sale, slated to close on January 26, 2016, followed a new rating of “AA+” from Standard & Poor’s. This is an extremely high rating and the first time the school district has applied for a bond rating from Standard & Poor’s.  The board’s previous bond ratings were with another rating agency and were one notch lower than the new Standard & Poor’s rating. The rating agency review cited the BOE’s sound financial position, the borough’s mature, residential tax base and very strong wealth and income levels, along with extremely strong property values as reasons for the high rating.
   The board used that positive review and record-low interest rates in today’s market to trim the average rate on its debt from 4.60 percent to 2.50 percent.
   “Taxpayers should take heart that the district is doing everything possible to find savings and reduce costs,” said Business Administrator/Board Secretary Michael Rinderknecht. “The results of this refunding exceeded our expectations.”
   “School districts in New Jersey must seek savings wherever possible, and current market conditions can allow significant efficiencies,” said Sherry L. Tracey, senior managing director of Phoenix Advisors and the district’s financial advisor. “However, the district deserves credit for its sound financial management. Savings like this are not possible without a strong bond rating and “AA+” is one of the highest you can achieve. The board approved this transaction last year, and the administration acted quickly, allowing it to come to market this week.”

ABR (Anti-Bullying Bill Of Rights) District and School Grade Report

In compliance with N.J.S.A. 18A:37-17a and the annual review of the Board of Education’s HIB policy as required in N.J.S.A. 18A:37-15c, the Glen Rock School District has completed a self-assessment in determining the district’s status in complying with the ABR Act. The district is required to report to the BOE and the public the exact grade reports issued by the NJDOE. The purpose is to provide the board and the public the opportunity to learn about the district’s implementation of the ABR. Glen Rock will use this information in its annual review of its HIB prevention programs, approaches and other initiatives. In completing the self-assessment, the use of the reference to “HIB” is intended to be broader than the terms “harassment, intimidation and bullying;” it includes initiatives aimed at addressing anti-bullying and the improvement of school climates, school cultures and other conditions that negatively affect student learning and growth.

for significant gains in student access and success

 
425 School Districts across the U.S. and Canada are honored, including 36 in New Jersey
 
Glen Rock School District is one of 425 school districts in the U.S. and Canada being honored by the College Board with placement on the 6th Annual AP® District Honor Roll for increasing access to AP course work while simultaneously maintaining or increasing the percentage of students earning scores of 3 or higher on AP Exams. Reaching these goals indicates that a district is successfully identifying motivated, academically prepared students who are ready for the opportunity of AP. To be included on the 6th Annual Honor Roll Glen Rock had to increase the number of students participating in AP while also increasing or maintaining the number of students earning AP Exam scores of 3 or higher, beginning in 2013. Glen Rock High School currently has 517 students enrolled in 20 AP courses.
     Glen Rock’s Superintendent of Schools Dr. Paula Valenti commended the staff and students on this achievement: “We are very proud of Glen Rock High School students who choose to challenge themselves academically with Advanced Placement coursework. Placement on the 2015 AP Honor Roll has been achieved through the leadership of the high school principal, collective teamwork of the guidance counselors and high school teachers!”
     The first step to delivering the opportunity of AP to students is providing access by ensuring courses are available, that gatekeeping stops, and that the doors are equitably opened so these students can participate. Glen Rock is committed to expanding the availability of AP courses among prepared and motivated students of all backgrounds.
     “That the committed teachers and administrators in this district have both expanded AP access and also helped their students achieve high levels of performance on AP Exams shows they’re delivering opportunity in their schools and classrooms, and it is a real testament to their belief that a more diverse population of young people is ready for the challenge of college,” said Trevor Packer, the College Board’s senior vice president of AP and Instruction. “Congratulations to these teachers and administrators, and to their hard-working students.”
     Helping more students learn at a higher level and earn higher AP scores is an objective of all members of the AP community, from AP teachers to district and school administrators to college professors. Many districts are experimenting with a variety of initiatives and strategies to determine how to simultaneously expand access and improve student performance.    
     In 2015, more than 3,800 colleges and universities around the world received AP scores for college credit, advanced placement, and/or consideration in the admission process, with many colleges and universities in the United States offering credit in one or more subjects for qualifying AP scores.
      Inclusion on the 6th Annual AP District Honor Roll is based on the examination of three years of AP data, from 2013 to 2015, looking across 34 AP Exams, including world language and culture. The following criteria were used.
Districts must:
  • Increase participation/access to AP by at least 4 percent in large districts, at least 6 percent in medium districts, and at least 11 percent in small districts;
  • Increase or maintain the percentage of exams taken by black/African American, Hispanic/Latino, and American Indian/Alaska Native students; and
  • Improve or maintain performance levels when comparing the 2015 percentage of students scoring a 3 or higher to the 2013 percentage, unless the district has already attained a performance level at which more than 70 percent of its AP students are scoring a 3 or higher.
When these outcomes have been achieved among an AP student population in which 30 percent or more are underrepresented minority students (black/African American, Hispanic/Latino, American Indian/Alaska Native) and/or 30 percent or more are low-income students (students who qualify for free or reduced-price lunch), a symbol has been affixed to the district name to highlight this work.

Glen Rock School District designated “High Performing” by NJDOE

Superintendent of Schools Dr. Paula Valenti has received notice from the NJDOE that Glen Rock has been designated a “High Performing District” with regards to NJQSAC. As such, the district is eligible to submit an equivalency application through which it may waive completion of an extensive District Performance Review and monitoring by the state.

QSAC, New Jersey’s Quality Single Accountability Continuum, is the Department of Education’s monitoring and evaluation system for evaluating public school districts to determine the degree to which a thorough and efficient education is being provided. QSAC is based on five key elements of effective school districts: Instruction & Program, Operations, Governance, Fiscal and Personnel. Districts that have satisfied 80-100 percent of the quality performance indicators in each of these areas may submit a Statement of Assurance documenting they remain high performing, in lieu of receiving a full QSAC review every three years. At the regular meeting of the Glen Rock Board of Education on Monday, Dec. 21, the BOE will be voting on the recommendation of Superintendent Valenti to submit the Equivalency Application to the Executive County Superintendent to extend the district’s QSAC certification as a high performing district for an additional three years, i.e. through the 2017-18 school year.
Glen Rock School District sets Kindergarten Registration Dates
December 14, 2015
     Kindergarten registration for the 2016-17 school year will be held at the Glen Rock Public Library from 9 a.m. to 4 p.m. on January 7 and 8, 2016. Children must be five years of age on or before Oct. 1, 2016 in order to register. The school district is emphasizing that for the convenience of all families, no appointments are necessary, and all registrations will be treated equally, with no “first come, first served” preference given.  
     Resident families with children entering grades 1-5 next year who are not currently attending Glen Rock Public Schools are also invited to attend registration following the schedule above.
Families can access registration packets, including residency and age requirements and health forms via the district website at www.glenrocknj.org. Click on the Parents/Students tab and select Registration Information from the drop-down menu. All necessary documents for proof of residency and birthdate must be presented at the time of registration. School personnel will be on hand to answer questions.
      Registration for the half-day Transitional Kindergarten program of the Glen Rock Community School will also begin at that time. Staff will be available to answer questions and review the program with interested parents. Additional information is available on the Transitional Kindergarten page of the Community School site at www.grcsonline.com.                  
       The steps for Kindergarten placement will follow the same sequence as last year. School assignment for all registrants will be determined through a process that seeks to balance enrollment figures across the four elementary schools, taking into consideration the presence of siblings. Families who complete registration on Jan. 7 or 8 will be notified of their child’s school placement in the spring of 2016. Families who register after those dates will receive their child’s school placement in late August.
A future announcement will be made regarding time and place of parent orientation and student “Round-Up" at all elementary schools.
